Cryptic № 4,127

This week's cryptic, constructed by our regular setter under the pseudonym Egret, is a fifteen-by-fifteen with a light Florida theme. There are three long entries. One of them is a rebus. One of them is, technically, a lie. The third is exactly what it appears to be, which is, in a cryptic crossword, itself a form of misdirection.
