The Floating City
On the low-lying canals of Cape Coral, city planners face a daunting infrastructure deficit as they attempt to refit a mid-century suburb for the modern high tide.
Cape Coral is a city built on water, though not in the way its founders originally intended. Designed in the late nineteen-fifties as a waterfront paradise for retirees, the city was carved out of rural wetlands through the excavation of more than four hundred miles of canals. This massive environmental engineering feat created thousands of waterfront lots, but it also left the city highly vulnerable to tidal erosion, storm surges, and sea level rise. Today, the concrete seawalls that line these canals are beginning to crumble simultaneously, presenting the municipal government with a multi-billion-dollar infrastructure crisis that threatens the very core of the city’s tax base.
Replacing a single residential seawall can cost a homeowner upwards of forty thousand dollars, a sum that is out of reach for many retirees living on fixed incomes. When a seawall fails, the lawn behind it slowly washes into the canal, clogging the navigation channels and undermining the foundations of the homes themselves. The city has struggled to implement a unified repair program, as private property rights complicate municipal intervention. Environmentalists also point out that the endless concrete walls have destroyed the natural mangrove fringes that once stabilized the shoreline and provided critical nursery habitat for local marine life.
From the deck of a shallow-draft patrol boat, the engineering failures are visible in every direction. Seawalls exhibit long, horizontal fractures; some have bowed outward toward the water like the hulls of sinking ships. The city’s public works director points to a section that has completely collapsed, leaving a backyard pool hovering perilously close to the canal’s edge. As the high tide rises closer to the rim of the concrete, the dream of a canal-side paradise feels increasingly precarious, an artificial geography that requires constant, expensive maintenance to defend against the rising Gulf.
